At this forum, CEDA will facilitate presentations and discussions of desalination as a new component of water supply and water policy in Victoria and Australia. The keynote speech will be given by Water Minister Tim Holding, followed by a panel of experts discussing the challenges and opportunities of desalination in Victoria and Australia.

Australia is currently experiencing one of the most severe droughts on record, with the shortage of our most precious commodity having severe economic, social and environmental consequences. In response, State Governments around Australia have looked towards desalination, a rainfall independent supply, to underpin our long term water supplies. Since 2006 the construction of six desalination plants has been underway across Australia, with three to be opened in 2010 and another three by 2012. The Wonthaggi Desalination Plant will be the first to be developed in Victoria and is scheduled for production as from 2012.

Some have expressed concern that implementation of desalination, being an energy intensive use of pumping and membrane filtering technologies, may significantly increase greenhouse gas emissions. An offsetting factor may be that financing and other demands should lead to new scarcity- based and cost- reflective pricing, achieving less wasteful use of water, but also having significant social and economic implications.

This CEDA forum will discuss desalination as a new supply source along with alternative or complementary rural-urban pipelines, recycling and wastewater management schemes in Victoria and other states. Since its announcement, the proposal has been the topic of much discussion and debate amongst experts and industry representatives. Join keynote speaker and Water Minister Tim Holding MLA, and a panel of experts to explore the challenges and opportunities posed by desalination in Victoria.
