Melinda Cilento
Chief Executive, CEDA

Melinda Cilento is an economist, experienced executive and company director. She has served as a Commissioner with the Productivity Commission, in senior roles in Federal Treasury and as Chief Economist and Deputy CEO at the Business Council of Australia.

Meet the panel

Lyn Morgain
Chief Executive, CoHealth

Lyn Morgain has been an executive leader in public policy, not for profit organisations and government over the past twenty five years, holding community well being, planning, governance and community service portfolios. She has published numerous journal articles on primary care and the social determinants of health. Lyn is passionate about strength based approaches that engender community ownership and control over service design, development and delivery.

Simon Phemister
Deputy Secretary, Economic Policy and State Productivity, Victorian Department of Premier and Cabinet

Simon Phemister was appointed Deputy Secretary, Economic Policy and State Productivity in February 2015. His group oversees economic development, regional and local government outcomes, international engagement, infrastructure, planning, major transactions, energy, resources and land policy.

Catherine Rooney
Chief Economic and Commercial Adviser, Infrastructure Victoria

Prior to beginning her role with Infrastructure Victoria in May 2017, Catherine was Executive Director, System Reform at the Department of Economic Development, Transport, Jobs and Resources and before that spent a number of years as Assistant Director at the Department of Treasury and Finance.  Catherine has extensive experience in Victoria’s public sector as well as the private, having spent a decade working for The Allen Consulting Group.
